The Integrity Pacts Community supports programme authorities in implementing Integrity Pacts, an initiative bringing together contracting authorities, suppliers, and civil society organisations to enhance transparency, accountability, and integrity in EU-funded projects.  

Building on the success of a pilot project carried out in 2015-2022, the Community provides dedicated guidance, resources, tools, and a space for exchange of questions and good practices among public officials involved in the technical rollout of concrete Integrity Pact initiatives. It is part of a broader capacity-building and technical assistance “ecosystem” designed by DG REGIO to support Member States committed to Integrity Pacts, including:  

  • Regular trainings – The trainings, coordinated by EIPA and Transparency International take place twice per year (spring and autumn) and include 1) an introductory module to get authorities acquainted with the Integrity Pact, its key elements, and its role in safeguarding EU-funded projects, and 2) an advanced module providing in-depth guidance on the whole IP implementation process (initiation, preparation, execution).  

  • Integrity Pact helpdesk – The helpdesk, managed by the Transparency International Secretariat in coordination with DG REGIO, provides real-time, on-demand, and tailored technical assistance to authorities implementing Integrity Pact initiatives. To facilitate access to the helpdesk, Transparency International is developing a centralised online platform for accessing relevant information and guidance on the IPs and directly get in touch with Transparency International experts at regional and national level.
