Description:

Simp shall provide a UI and API where:
- the Data Governance Authority can define the quality dimensions
- the Data Governance Authority can define mandatory and recommended quality rules
- the Data Governance Authority can set threshold and quality categories
The UI will provide useful graphic tools to help the user in creation of the rule (e.g. provide a template to fill in).
