On October 1, 2024, a workshop hosted by DG GROW and NIST within the EU-U.S. Trade and Technology Council (TTC) Working Group 1 (WG1): Technology Standards brought together fifty-nine people from the European Commission, the National Institute of Standards and Technology (NIST), the U.S. Trade Representative, and industry stakeholders to discuss Plastics Recycling Standards and Definitions and their role in US-EU trade. Sophie Mueller (DG GROW) and Anthony Quinn (ITA) provided opening remarks on the TTC mechanism and the importance of plastic recycling standards to support trade. Then, Julia Farber (Vice Chair of Sustainability for ASTM Committee D20 on Plastics; Eastman) and Frank Stammer (Convenor for CEN/TC 249 WG 11 on Plastics Recycling; TecPart) introduced the question guiding the workshop: ”Which plastics recycling standards and definitions matter the most for EU-US trade?” Private sector participants then discussed topics relevant to this question in six breakout rooms and recorded their answers, then re-convened to discuss the topics in the larger group setting. The workshop lasted 2.25 hours (16:00-18:15 CEST). Specific outcomes of the workshop are described in the attached workshop report. Some themes were 1) multiple levels of needs to better support U.S.-EU trade in recycled plastics and the products containing them were identified, some of which fall within the TTC’s scope; 2) plastics for food contact were a specific concern; 3) many participants suggested that high-level guidance (e.g., terminologies and data quality) should be prioritized over sector-specific guidance; and 4) members of the plastic community in different sectors should communicate more through forums such as this one.
