[TWG Output] Position Paper - Gaps and Opportunities for Better Integrating Mitigation and Adaptation

This Position Paper was developed by the Thematic Working Group (TWG) on Integrating Adaptation and Mitigation. 

As climate change accelerates, cities must both reduce emissions (mitigation) and adapt to its impacts (adaptation), yet these efforts are often treated separately in policy and funding. The EU’s Cities Mission and Adaptation Mission offer a unique chance to better integrate these approaches. To support this goal, this TWG held three workshops and engaged in ongoing collaboration to explore synergies and share knowledge. 

Their work culminated in a Position Paper that addresses key gaps, synthesizes insights and opportunities, and provides guidance for better aligning climate efforts across the EU.
