Each year, starting from June 2023, the Commission will publish the ‘State of the Digital Decade Report', which presents a ‘comprehensive’ outlook on EU’s digital transformation. Together with the organisation of the annual Digital Assembly, it will be the yearly rendez-vous to take stock on digital policies. 

The first annual report on the “State of the Digital Decade” is planned to be adopted in June 2023 and presented at the Digital Assembly 2023, organised in Stockholm on 15-16 June.

The report will contain the trajectories along which progress towards the achievement of the 2030 targets will be tracked. The report identifies areas where progress is insufficient and agrees on measures to be taken. The DDPP also establishes a framework for the Multi-Country Projects (MCPs).

The report will be the result of 6 months of fact gathering, namely:  

• Input from the Commission through the Digital Economy and Society Index, regulatory monitoring, projects, partnerships, studies, Eurobarometers, Joint Research Centres and expert groups;  

• Input from Member State authorities, which will be asked to provide the necessary statistics and data; 

• And input from digital experts, industry and consumer associations, telecom operators, consultancies, organisations and companies in the EU, in the form of facts and figures. 

The report will include a state of play of the EU’s digital transformation at the onset of the Digital Decade Policy Programme. More specifically, this means: 

• A stock-taking on challenges and on the EU’s national progress towards the Digital Decade targets and objectives, and on Multi-Country Projects (MCPs); 

• Thematic analyses, specifically focusing on: big digital trends in 2023, leadership and sovereignty, digital citizenship, green transition, the international element, and working together within the EU through MCPs; 

• An analysis of significant gaps and shortages, and recommended actions to address them.
