Case study on cross-border energy markets: the Efiduero cooperative

This report includes a case study on how a quasi-cross-border energy community (Q-CBEC) established in the Duero-Douro border area between Spain and Portugal, led by the EGTC Duero-Douro, has succeeded in establishing the European Energy Cooperative “Efiduero SCEL” with the objective of distributing the electricity amongst the municipalities, citizens and SMEs located in the cross-border territory. 

The case study highlights the importance of strengthening EGTCs, municipal cooperation, and implementing streamlined, flexible legal frameworks in effective cross-border energy governance and smoother energy trading. Moreover, it suggests that enhanced EU financial support, better grid access and incentives for decentralised, cooperative-led projects can boost regional energy resilience, innovation and long-term energy independence.
