IBM's recommendations for the EU-US Tech and Trade Council - WG4

IBM welcomes the opportunity to provide input to the EU-US Trade and Technology Council (TTC). We believe the TTC is a unique opportunity for the EU and the US to forge global technology rules based on their shared values and their commitments to open markets and fair competition. The TTC has the potential to become an agile framework that will help the transatlantic partners drive technological innovation, economic growth and job creation, generate the trust and resilience that our interconnected economy needs, as well as create solutions for the energy transition.

To that end, IBM believes the EU and the US should prioritize collaboration in research and open trade in critical technologies such as semiconductors, AI, Cloud and Quantum.

Working Group 4: ICT security and competitiveness

The COVID-19 crisis has brought about an important discussion of global supply chain vulnerabilities across all industry sectors. This is particularly true for the ICT sector. The U.S. and EU should spearhead collaboration to identify critical vulnerabilities and develop regulatory and policy actions to address gaps and improve security and resilience in the supply chain. This approach could include a common certification mechanism and an assurance-based model with industry-led cybersecurity standards and requirements, drawing on recommendations by the Cyberspace Solarium Commission, as well as the Charter of Trust’s baseline security requirements in the digital supply chain.
