On September 26, 2025, a working meeting was held with a view to establishing twinning arrangements between SDIS64 and Navarre. The meeting was attended by the Minister of the Interior, Public Service and Justice, and Government Spokesperson of Navarre, Ms. Amparo López Antelo.
Funded by the European Commission’s DG REGIO and managed by the Association of European Border Regions (AEBR), the B-Solutions initiative provides support to overcome legal and administrative obstacles that hinder cross-border cooperation.
Within this framework, SDIS64 proposed that Navarre engage in a pilot action aimed at optimising firefighter resources in the performance of their missions.
The objective of this pilot action is to establish twinning arrangements between border fire stations of SDIS64 and Navarre in order to strengthen cooperation between cross-border fire and rescue services. This initiative will enable the effective implementation and smooth conduct of operations in border areas, while also ensuring improved protection of people, property, and the environment.
Two Types of Twinning Have Been Identified for the First Half of 2026:
- Zone 1: Saint-Jean-de-Luz, Saint-Pée-sur-Nivelle (SDIS64) – Bera, Lesaka, Oronoz-Mugairi (Navarre)
- Zone 2: Saint-Jean-Pied-de-Port, Saint-Étienne-de-Baïgorry (SDIS64) – Luzaide, Auritz (Navarre)
Given the mountainous topography of the border area (mountain risks, watershed areas), additional twinning initiatives may be considered, particularly involving specialised mountain and water rescue units. The need for information exchange will also require closer coordination between emergency call platforms.
