Handbook on Cross-border Energy Communities

In 2023 DG REGIO has launched a study to produce a “Handbook on Cross-border Energy Communities”. The overall mission of the Handbook will be to provide citizens, citizens’ organisations and local actors - such as local authorities and NGOs with hands-on information on how to establish and manage cross-border energy communities. The main aim is to facilitate citizens in border regions to better exploit the benefits of cross-border cooperation in (renewable) energy generation, supply, storage, aggregation, distribution, and consumption.

For this purpose, we have collected experiences with the establishment of cross-border energy communities and projects all over Europe as well as set up an inventory of obstacles, with which cross-border energy communities may be confronted.

Finally, we set up a step-by-step methodology for citizens and local/ regional actors to establish and run such cross-border energy communities.

The Handbook is about to be finalized and will be available within the coming month.
