The Advice Case „Improvement of cross-border communication and care for cross-border children and young people” (NL-DE) submitted by the Winterswijk Municipality under the initiative b-solutions was consulted by Sonja Adamsky, a legal expert with sound knowledge of cross-border matters. Adamsky helped the applicant to better identify the obstacle affecting the joint management of youth welfare services at the German-Dutch border.

Adamsky in the course of her field analysis observed that what affects most the management of welfare and health care (in particular psychological treatment) for youngsters residing in the area is the multiplicity of actors involved on both sides and at many levels.

The general conditions are regulated at the national level, but their implementation is carried out locally.

In her final reports, Adamsky proposes different measures that can help fostering the communication and cooperation among relevant actors. More in detail:

  • to sign cross-border agreements to foster communication and cooperation on youth welfare between the competent authorities on the basis of already existing conventions on social and medical care of minors;
  • to activate dedicated projects and fundings (i.e. Interreg);
  • to organise trainings by the many international networks operating in this field that could share knowledge and best practices with relevant actors.
