Since the eGovernment Action Plan 2016-2020 was adopted in 2016 we have collected needs and ideas for eGovernment actions from stakeholders on the eGovernment4EU online platform. The submitted ideas help us understand how the needs can be met and which steps should be taken to improve the lives of citizens and business throughout the European Union with digital government.

The eGovernment Action Plan is based on a flexible approach, which allows us to update it with new action.

Since the first round of ideas was presented to the eGovernment Action Plan Steering Board in February last year, we have received 19 additional new ideas on the online platform. The proposed ideas range from tools to support media literacy to participatory budgeting.  

We would like to once again thank the contributors for submitting their ideas on our stakeholder platform. Your contribution is valuable!

All the submitted ideas were clustered around 5 themes:

• Digital skills and literacy
• Accessibility and digital by default
• Cross-border services
• Participatory budgeting
• eParticipation and co-creation

On 6 February 2018, we presented your ideas to representatives of the EU Member States and EFTA countries at the 7th eGovernment Action Plan Steering Board meeting. The presentation focused on the identified themes and the ongoing activities in the European Commission and how they relate to the Ministerial Declaration on eGovernment (Tallinn Declaration) in which the countries have committed themselves to a range of eGovernment actions (read more here).

While also referring to the many developments and initiatives that are already ongoing in the area of eGovernment, both in the individual countries and at European level, the Member States’ representatives discussed several of the ideas at the Steering Board meeting. Although many of the ideas need to be developed further to reach their full potential, the Steering Board agreed that they would like to look further into the following themes:

• Implementation of the Once Only Principle
• Digital skills for civil servants
• Personal data management
• Public procurement for start-ups

The next step is to identify the countries interested in the themes and how they want to explore the theme further.
