Lack of coordinated procedures between competent administrative bodies across the Spanish – Portuguese border result in the impossibility for the authorities to share relevant information concerning the protection of endangered minors residing in the area. In light of this, the Elvas Municipality submitted an application in the framework of b-solutions in order to receive consultancy and overcome the administrative hurdles that limit the full implementation of joint social services.

Rosalia Perera, the expert assigned to the case, sought for solutions to the existing gap between the competent bodies and the operational level. She suggests the creation of a dedicated Committee - supervised by the Spanish and Portuguese Data Protection Agencies - to draft an action protocol aiming at fostering the cooperation and at easing the exchange of information in specific circumstances .

This could also promote trainings and specialized advices for professionals operating in the field.

Furthermore, Perera proposes the creation of a joint digital platform to foster the communication and data exchange.
