Meet the speakers of the 17th Beyond Borders Breakfast Debate: Ms. Caitríona Mullan

We are excited to introduce our first speaker for the 17th Beyond Borders Debate! Ms. Caitríona Mullan is Cross-Border Specialist & Senior External Expert at DG REGIO, and is currently working on the orientation of cross-border health programmes for Romania/Hungary.

With two decades’ experience in regional development/local government, health and social care, her particular expertise lies in cross-border healthcare and collaboration for population health. In 2021-2022, she led the European Commission DG SANTE Study on Cross-Border Patient Mobility in Selected EU Regions. 

Caitríona advises the Association of European Border Regions (AEBR) on the DG REGIO B-Solutions initiative – which creates a body of research and practices for the resolution of administrative and legal obstacles to cross-border co-operation – as well as representing AEBR within the European Alliance for the Reconstruction of Ukraine. As an External Expert with the Council of Europe’s Centre of Expertise for Good Governance, Caitríona worked on capacity building for intermunicipal and cross-border co-operation in Armenia. Caitríona is also a Senior Research Associate with the Centre for Cross Border Studies.

Former roles include Chair of the International Centre for Local and Regional Development, one of the earliest transboundary research partnerships to be established.
