On this page you will find a draft Guidance to the application process for the status of integrated production facility (IPF) and open EU foundry (OEF).

  • Section II of the draft Guidance defines the concept of first-of-a-kind facility in the Union, providing guidance on how this unique innovation should be demonstrated for the purpose of the Chips Act, i.e., to be recognised as an IPF or OEF. The section also delineates the benefits and synergies with the State aid procedure, as well as what is required in terms of obligations by the Chips Act once that status of integrated production facility or open EU foundry has been obtained.
     
  • Section III of the draft Guidance provides practical guidance for companies on how to apply for the status of IPF or OEF and how the Commission assesses these applications. In particular, the section identifies the main steps in the application process, summarises the information required and specifies the relevant format in which the Application Form, supporting documents and commitments should be submitted by the applicants.

     

  • Finally, in the Annex, the draft Guidance provides a checklist with all important aspects to consider when preparing the application as well as some technical guidelines on how to use the IT application systems, namely this Futurium Group and S-CIRCABC.
