Enhancing Cross-Border Cooperation through the New Single Market and Customs Programme (2028–2034)

On 3 September 2025, the European Commission adopted a second package of seven sectoral proposals to complete the framework for the next long-term EU budget (2028–2034). Among them, the Single Market and Customs Programme (2028–2034) is designed to deepen integration and strengthen resilience across the EU by driving the completion of the Single Market, breaking down cross-border barriers and fostering closer cooperation between national administrations.

With a budget of €6.2 billion, double the funding compared to the current financial framework, the programme brings together several previously standalone instruments (Single Market Programme, Customs, Customs Control Equipment Instrument, Fiscalis, and the Union Anti-Fraud Programme) into one coherent strategy. The aim is to safeguard the EU’s economic security while creating more opportunities for seamless cross-border activity.

In terms of enhancing cross-border cooperation, movement of persons, goods and services, the programme will include or co-finance actions that:

  • Strengthen administrative and operational capacity through cross-border cooperation among Member States, supported by EU-level digital solutions.
  • Facilitate the free movement of capital and improve firms’ access to investment, enhancing competitiveness across the Union.
  • Boost cross-border data exchange and provide EU-level intelligence to help Member States detect and respond to emerging fraud patterns.
  • Create synergies with existing EU programmes that promote cross-border cooperation, such as the Connecting Europe Facility (CEF) in transport, Erasmus+ in education and learning mobility and the European Social Fund+ (ESF+) in skills development.
