On March 27th, 2024, the European Commission unveiled a higher education package comprising three initiatives aimed at enhancing cooperation among EU higher education institutions across borders.

The package includes a Communication outlining a blueprint for a European degree, along with proposals for Council recommendations to improve quality assurance processes and to enhance the attractiveness of academic careers.

The proposed European degree, based on co-created criteria at the European level, aims to facilitate the awarding of joint degrees across national, regional, or institutional levels, promoting skills recognition and facilitating mobility within Europe. This degree can eliminate many obstacles for citizens in border regions who are looking to work and/or study across the border.

However, persisting challenges such as varying national legislations and conflicting regulations may impede the implementation of joint degrees, underscoring the need for better cross-border cooperation.

The Commission plans a gradual implementation approach, starting with a preparatory European label and eventual integration into national or regional legislation, while emphasizing the voluntary nature of the European degree and the necessity of Member State collaboration.
