PROMETHEUS & Digital Phronesis Practicum — Ethical AI Decision-Support for the Public Sector | Under EUSAiR Evaluation

I am glad to join the Apply AI Alliance as a doctoral researcher at the University of Nottingham, School of Philosophy, specialising in Digital Phronesis and Responsible AI.

I have developed two interconnected systems:

PROMETHEUS is an ethical and operational AI-powered decision-support infrastructure for critical public sector environments — municipalities, hospitals, courts, police, fire services, and crisis management. It operates across eight High-Risk domains under Annex III of the EU AI Act. The architectural core is absolute: every decision belongs to the human — built into the architecture, it cannot be disabled or bypassed. Every output cites its legal source. Every decision is logged immutably.

PROMETHEUS directly addresses key EU AI for Public Good priorities — supporting local authorities in city planning, disaster preparedness, crisis monitoring, and post-disaster recovery and reconstruction, as well as healthcare decision support.

The Digital Phronesis Practicum (DPP) is the educational framework that ensures professionals apply AI with judgment, responsibility, and practical wisdom — before they ever use PROMETHEUS. Built on Aristotelian phronesis, the DPP addresses the critical gap identified by EU institutions: AI literacy that goes beyond technical fluency to cultivate genuine discernment and ethical accountability.

Both systems are documented with three published DOIs and are currently under evaluation by the EUSAiR EU AI Regulatory Sandbox — the EU's official AI regulatory sandbox under the Digital Europe Programme.

I look forward to contributing to the European dialogue on ethical AI governance in the public sector and connecting with policy makers, researchers, and institutions working on responsible AI deployment.
