The Data Union Strategy identifies three critical priority areas for action.

• Scaling Up Access to Data for AI: To ensure businesses have the data needed to innovate, flagship initiatives will tackle existing data bottlenecks. This includes launching the first data labs to increase data availability and foster connections between data spaces and AI ecosystems. To aid companies with compliance, the Commission has released guiding documents and initiatives, such as model contractual terms for data access and use, standard contractual clauses for cloud computing contracts, and a Data Act legal helpdesk.
• Safeguarding the EU's Data Sovereignty: The strategy aims to bolster the EU's global position by adopting a strategic approach to international data flows that balances openness with strength. It emphasizes the importance of fair, secure, and value-consistent data exchanges. Key actions include issuing guidelines for fair treatment of EU data abroad and creating a toolbox to counter unjustified localization and protectionist measures.
