Advancing Cross-Border Data Collection: Project Update

Cross-border workers are an integral part of the European Union, yet we still lack a clear and comprehensive picture of how many people commute across national borders for work. A better understanding of this group is important for planning services, infrastructure, and labour market policies.

In October 2024, we launched the Cross-Border Data Collection Project, commissioned by DG REGIO and carried out by a consortium led by ÖIR GmbH, in collaboration with Statistics Netherlands, and supported by INSEE and Statistics Denmark. The goal is to develop a harmonised European methodology for collecting data on incoming cross-border workers, based on administrative sources and with a high level of regional detail (NUTS 3).

As part of the project, we organised two workshops in Brussels to engage representatives of statistical institutes and discuss methodological issues, national approaches, and data quality considerations.

Originally scheduled to conclude in March 2026, the project was extended until July 2026 to allow more time for data collection and improve overall coverage. 

The scope of the project includes 27 countries, and thanks to the ongoing cooperation with national statistical institutes, we are now processing 13 datasets — with an additional 12 countries actively working on data processing or setting up the process. This marks a significant step toward building the foundation for comparable statistics on cross-border commuting across the EU.
