Public procurement, if used strategically, can make a considerable contribution to reaching green (and other) policy goals. But how to make this happen? We invite you for a discussion on the leverage public spending gives European cities in affecting the market and achieving political synergies.

 Objective:

Present the work of cities on procurement, their ambition and challenges and the role of the urban agenda in supporting these efforts with tools and products.

BACKGROUND INFORMATION

 The Partnership on Innovative and Responsible Public Procurement is one of the 14 Urban Agenda Partnerships, established with the ‘Pact of Amsterdam’ of May 2016. Each partnership focus on a specific challenge European cities are faced with, and suggest how this can be met with better regulation, better funding and better knowledge.

The Partnership on Innovative and Responsible Public Procurement can help public authorities to deliver their social, economic and environmental ambitions and support innovation at local level. 

The event will be an occasion to look at how local authorities can contribute to achieve European policy goals, such as the Green Deal, by using public procurement as a strategic tool, and how the EU Urban Agenda Partnership on Innovative and Responsible Public Procurement can support these efforts.

The Partnership has delivered seven practical tools that European cities can use to achieve more with their procurements:

1. Guidelines on how to build a procurement strategy

2. Measuring spend and procurement impact in European cities  and regions

3. Funding innovative procurement 

4. Innovation brokerage and pre-procurement

5. Legal toolbox on innovative and responsible public procurement

6. A model/concept for setting up local competence centres

7. Competence building on circular procurement
