With the financial support of the International Visegrad Fund, the Central European Service for Cross-Border Initiatives (CESCI) in collaboration with the University of Szeged (HU), the Masaryk University (CZ), the CESCI Carpathia (SK) and the University of Warsaw (PL) has drafted a proposal on a regional mechanism facilitating the elimination of cross-border obstacles among the four countries. The study and the Handbook summarising the practical factors of the mechanism and the steps to be taken for its implementation are now available on the project website.

The experts made a proposal on three options:

1) the consultative model of the cross-border cooperation points (CBCPs - see the draft ECBM Regulation) which enables the CBCPs to exchange their experiences with obstacle management in a regular way and supported by a database on obstacles;

2) the Visegrad Mobility Forum which would be a new body of the V4 Group dealing with cross-border obstacles; and

3) the Visegrad Mobility Council which would operate in a similar way than the Freedom of Movement Council of the Nordic Council of Ministers presupposing the existence of further new organs.

The three models can be considered as milestones of an evolutive process from the simplest solution to the most comprehensive one.

The project is now completed. The next step will be taken by the Czech Presidency of the Visegrad Group by organising an international conference on the topic, in next February.
