[TWG Output] Publication - Mobilizing local resources for climate adaptation through innovative Public-Private partnerships

This Publication was developed by the Thematic Working Group (TWG) on Financing Climate Adaptation. 

The main purpose of the document is to provide guidance on Public-Private Partnership (PPP) projects for regional and local authorities. It gives practical direction for these authorities to unlock private investment for climate-resilient development. The guide aims to familiarize them with key concepts, definitions, and initial steps for screening opportunities and collaborations with the private sector. By summarizing knowledge about PPPs, it explores how local authorities can maximize their investment, engage the private sector, and make adaptation projects more attractive to private funding. This effort directly supports the EU Mission on Adaptation's goals of accelerating adaptation action and fostering innovation in financing mechanisms.

The target audience for this guide is European regional and local authorities. This includes authorities responsible for climate adaptation planning, financing, and implementation who are seeking practical methods to leverage private sector involvement to deliver climate-resilient infrastructure and services.
