This project assesses the possibility of establishing a tourist cross-border functional area (TCBFA) on the Polish-Lithuanian borderlands and sets out a roadmap for developing this TCBFA. Having assessed the current landscape, the report found that there are weaknesses of the tourism infrastructure on both sides – however, it also concluded that the area has unique potential as an attractive tourist offer. Outlining a model for coordination of cooperation through which to utilise this potential various co-management structures for the area are suggested and the creation of a brand for the area is discussed. Importantly, it is highlighted that the success of efforts depends upon the involvement of stakeholders such as enterprises and non-governmental organisations, not just local governments. Presenting a range of recommendations for moving forward this project marks an important stage in the process of developing a thriving TCBFA in this area.
