First thoughts:

CAST Village K.A. - Computer Aided Smart & Trust Village Klein Ammensleben

L.A. is known to many people all over the world: L.A. or Los Angeles (from the Spanish Los Angeles 'The Angels') is the largest city in the US state of California. It is located on the Pacific Ocean and the Los Angeles River.

K.A. or Klein Ammensleben is a lovable and livable little village in the north of Magdeburg, near the Magdeburg cross of the A2 and A14 motorways.
When the initiative for broadband expansion was launched by the town, more than 60% of the citizens/households opted for it. There is great interest in innovative information and communication technology [ICT].

The Lodenmantel Race [LMR - loden coat race] is a unique proposition for K.A.
It is a special kind of folk festival in which the participants are invited to actively participate. The folk festival was founded in 1985 by the village club in order to meet the need of the Klein Ammensleber to celebrate together in a village setting.
A once one-day event has now developed into a folk festival lasting several days, which always takes place on the 1st weekend of October. Torchlight procession, children's loden coat race, dance events, sports festival, family day with fun and entertainment have been an integral part of the loden coat race for many years, along with the actual race.

The Lodenmantel racer has been the new "face" of the Lodenmantel race since 2010.

Internet platform for clubs

Besides the Lodenmantel race, the fire fighter brigade is the most important club in Klein Ammensleben. The aim is to support the fire fighter brigade and other associations through innovative ICT.

In 1996/97 an attractive new development area was planned in K.A.. Since we were on the advice of our business consultants looking for a plot of land where we could design a house for us and the company and in our home town of Magdeburg no suitable property have found, this offer came to us very convenient and we have acted quickly and decisively. For the construction I let a larger amount of sand drive on and let tilt on an open area. One day when I passed by there, I saw a citizen shoveling my sand into his wheelbarrow. I approached him and he told me credibly that he had assumed that the sand had been dumped for the general public. I enlightened him and we agreed very quickly that we would have a beer together in the village pub.
We are still waiting for a village pub in K.A. today. A butcher's shop that existed at that time has now closed and the attempt to set up a "corner shop" has also failed. For this reason, the proposal to set up an Internet coffee shop was made several times:

The activities already proposed several times need to be taken up and implemented constructively.

The town lacks the money to fulfill the kindergarten with its playground, the bicycle paths to Groß Ammensleben, for example, and other requirements of the citizens.


The kindergarten does not only serve for the care and education of our children but it also offers the possibilities of cooperation of the citizens with the children - and vice versa!

It is proposed that sprightly older citizens be involved in the care of our children in an honorary capacity in order to support the care team. This can be organized via an Internet platform.

What I experienced in Rheiderland during my activities to support my friend cannot and must not happen!


Development and use of intelligent toys, such as
- Dolls that recognize, understand and respond to natural language,
- Crane cars, ...
Other activities could be:

- Computer-aided training of preschool children in natural language,
- Computer-aided training of preschool children in the "world language",
- Investigating the question of when children can play and learn with innovative ICT?

Intelligent patient monitoring

The developments and applications in the company ICS are to be continued consistently also in co-operation with the regional physicians. Thus the medical care in Klein Ammensleben will be expanded step by step.

However, K.A. has another unique selling point besides the Lodenmantel race:
In the new development area, Am Kirchberg 6, there is a small, innovative company, ICS Dr. G. Roscher GmbH, which deals with innovative ICT.

ICS means Intelligent Computer Systems is founded after the fall of the wall!
Already at an early stage we have been working with Fuzzy-Logic.

and neural networks
and already in GDR times with internationally renowned scientists!

Not "digitization" but replication of the fuzzy human thinking are the basic ideas of this ingenious development.

I wrote to Lotfi Zadeh personally and he even answered me - in contrast to most of the people in charge paid by us taxpayers (also by me) – immediately!

Recognizing and understanding language

Natural language is the most important means of communication for people and also our most powerful tool. Its meaning is described under
is depicted.
It is now a matter of giving technology the ability to recognize and understand the user's natural language. A new form of communication

can be developed and applied for different areas.
Already in the sixties it was recognizable that the natural language is optimally tailored to humans and that at least some of the languages developed so far for communication with computers (programming languages, database languages, etc.) were based on the natural language. Thus the natural language was extended in a qualified form. This development is to be continued consistently!
Our people and especially our children should not learn a "programming language", but we are working to enable ICT to understand the natural language an can be programmed by using natural language!
These languages enable both the user and the computer to process and ultimately understand this knowledge.
Today, the dream of automatic systems within the framework of "autonomous driving" is being spread.

Man should not let developments be taken out of his hands, but should design them himself and always bear and consciously take responsibility for them.


In the HIGHTECH STRATEGY 2025 of the Federal Government

are developed essential thoughts about research and innovation for people.


What can we do to achieve high-quality health care in rural, outpatient environments?

Ambient Assisted Living (AAL): Living self-determined in old age


"The term Ambient Assisted Living stands for systems and services that enable elderly and disabled people to live self-determinedly within their own four walls for as long as possible. AAL, as an abbreviation for age-appropriate assistance for self-determined living, summarizes technical systems, services and products that effectively support the needy person in maintaining their independence. They can live in their own home and cope with everyday life on their own."


The start-up is particularly interesting:


"More than two thirds of the 2.6 million people in need of care in Germany are cared for at home - most of them by relatives. This is shown by the nursing care statistics of the Federal Statistical Office. According to the biennial statistics, 71 percent or 1.9 million people who receive nursing care insurance benefits live within their own four walls. According to the statistics, the majority of them - approx. 1.3 million - receive nursing allowance. This means that they are usually cared for exclusively by relatives, without professional support. The number of people in need of care increases by 48,000 every year, approx. 60% of whom suffer from dementia. For 2019, more than 1.8 million people in Germany will suffer from dementia, more than 10 million in the EU and more than 46 million worldwide. The number of dementia patients worldwide will double every 20 years, so that by 2050 131 million people will be affected.


With the structures in place today, it is not possible to close the projected supply gap. New forms of cooperation and division of labour between all those involved - family, relatives and nurses - will be necessary to provide people with efficient care in line with their individual needs.

The focus is on

Recording and real-time analysis of movement,

- Detection of the permanent position,

- Recording and real-time analysis of cardiovascular parameters,

- Activation of intelligent monitoring by video technology (see BrainScope) and, if necessary, triggering of an alarm,

- long-term: continuous blood pressure measurement.


A Data Base & Knowledge Management System (DB&KMS) was used and further developed to establish the connection from signal to speech.

This technology provides a new quality of patient monitoring, in particular through the application of real-time analysis and signal recognition (ECG... speech) methods.

CATI - Computer Aided Trust Internet

The core of CATI is the Common Language Concept [CLC], i.e. the orientation towards natural language.
Here the circle closes, which reaches from the development of the Common Language Concept [CLC] in the early seventies and the development of formal languages to the user - computer - communication on the basis of the natural languages up to the real-time analysis and the understanding of the EEG with the BrainScope. If the computer is to recognize and understand the natural language, then these languages must be formally defined, but correspond to the natural language.

CATI as an internationally implemented strategy is a vision.

It was first developed during the development of intelligent patient monitoring systems (BrainScope, HeartScope & PhysioCord).
These systems represent the first applications of CATI in my sense.

If the Internet is to be used for patient monitoring, then
it must be absolutely safe!

The aim of CATI is to develop a secure Internet that is like a familiar person, with whom the user can communicate confidently in a language equal or comparable to natural language.

- CATI is safe!!!

- CATI is organized voluntarily and democratically.
- The user is the developer of the languages for user-computer communication.
- All viruses, Trojans and other threats are intercepted by the provider - i.e. the

qualified & organized expert - before they reach the user (It cannot be possible that I as a user receive an e-mail from my provider with the request to activate a given, mined link to activate my e-mail address exactly at this provider).

It makes sense to develop, test and use CATI in a relatively small and manageable area, such as ICS Dr. G. Roscher GmbH, or to expand it step by step for a wide variety of areas in K.A.
The designed solution should be accompanied by social, legal and technical advice (e.g. university with ethics committee). The involvement of competent partners is necessary.
The development of CATI includes speech recognition and is developed up to speech understanding and recognition of the speaker.
Internet security should be accepted as a sovereign government task.

All tax revenues realized from these activities will be used for the establishment and expansion of K.A.
