The State of the European Union, or if European Institutions could become superminds

As to prof. Malone and his Deloitte partners, the human world is run by superminds from its very beginning as a civilization. In his book, Superminds, Thomas Malone, the founding director of the MIT Center for Collective Intelligence, shows how groups of people working together in superminds — like hierarchies, markets, democracies, and communities — have been responsible for almost all human achievements in business, government, science, and beyond. And these collectively intelligent human groups are about to get much smarter while the artificially intelligent computers arise.

Now superminds are emerging as new forms of human-machine collective intelligence. In such hybrid human-machine systems, human and machine capabilities are most productively harnessed by designing systems in which humans and machines function collaboratively in ways that complement each other’s strengths and counterbalance each other’s limitations.

Human individuals are parts of many powerful superminds, which are part of one giant global supermind. So, our fate as individuals and humanity depends on the choices our global supermind make.

We had to do the best to influence our current superminds to make choices that are both smart and wise.


The Real State of the Union

In Europe, we have a hierarchy of superminds, the EU as a transnational legal unity composed of 27 Member States, all run by the European Commission, the European Parliament, and national governments. As said, our fate as individuals and European nation depends on the choices the top government superminds make.

Let’s look at our EC and EP, their recent actions and reports, leaving aside the failed pandemic years.

Here are the last moves with the key points.

The European Parliament as the first European Supermind

Let me first mention European Parliament recommendation of 16 September 2021 to the Council, the Commission and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on the direction of EU-Russia political relations (2021/2042(INI))

A.  whereas Russia is an integral part of the European continent and the largest neighbour of the Union, and whereas there are strong historical interdependencies, as well as cultural and human ties between Russia and EU Member States; whereas developments in Russia, in terms of its policies and the characteristics of its authorities, are directly affecting the EU and its immediate neighbourhood; whereas despite the barriers imposed in 2014, the EU is still Russia’s largest trading partner and Russia is the EU’s fifth biggest one; whereas the EU is the largest investor in Russia;

B.  whereas Parliament distinguishes between the Russian people and President Putin’s regime, which is a stagnating authoritarian kleptocracy led by a president-for-life surrounded by a circle of oligarchs; whereas critical actions proposed in this recommendation are hence directed towards President Putin’s regime and its criminal actions and anti-democratic policies, while stressing the urgent need to reach out to Russian citizens to show them that the European Union is ready to address their concerns;

C.  whereas the main interest of the EU is to maintain freedom, stability and peace on the European continent and beyond, which are being threatened by the aggressive policies of the Russian authorities, which represent one of the main challenges to the EU’s strategic and foreign policy agenda;

D.  whereas Russia can have a democratic future; whereas like all people, Russian citizens aspire to the universal values of freedom and democracy; whereas the EU should present the Russian people with concrete proposals for mutually beneficial cooperation;

E.  whereas the EU strategy towards Russia needs to combine two major objectives: first, to stop the Kremlin’s external aggression and domestic repression, and second, to engage with the people of Russia and assist them in building that alternative future, which would benefit all the peoples on the European continent, including the Russian people;

F.  whereas the EU’s relations with the Russian Federation are based on the principles of international law, the OSCE’s founding principles, democracy, the peaceful resolution of conflicts and good neighbourly relations; whereas the current Russian Government has shown contempt for these principles despite having committed to them; whereas Russia misuses international institutions, primarily the UN and the OSCE, to prevent justice and conflict resolution worldwide;

G.  whereas Russia rejoined the Council of Europe in 2019, but its extensive violations of human rights continue, as well as its refusal to comply with the decisions of the European Court of Human Rights;

H.  whereas President Putin’s foreign policy is clearly aggressive and revisionist, as he wants to be seen as the defender of Russian interests and is trying to gain control over territories he considers were lost after the collapse of the Soviet Union and beyond; whereas the goals of President Putin’s regime also include the following: to assert its authority as a great power; to consolidate the regime’s interference in post-Soviet countries and beyond; to place the sovereignty of powerful states above the right to sovereignty of other states; to use the concept of protecting ethnic Russians abroad as a justification for hybrid war and disinformation; to use frozen conflicts areas as a strategic element for interfering in the affected countries and preventing them from moving closer to the EU and NATO; to use energy resources and illicit money laundering practices as tools for manipulation and blackmailing; to undermine the model of liberal democracy and portray Russia as morally superior, and the West as morally inferior; to supress democracy, democratic opposition and the right for the people to express their free will in Russia; whereas President Putin’s regime in particular rejects multilateralism and the rule-of-law-based international order, disregards international law, including the principles enshrined in the UN Charter, the 1975 Helsinki Final Act and the 1990 OSCE Charter of Paris, as demonstrated inter alia by the 2020 constitutional amendments, whose adoption process have been deemed by the European Commission for Democracy through Law (the ‘Venice Commission’) as ‘clearly inappropriate’ and violated both the Russian law and its OSCE obligations; whereas Russia has failed to implement more than a thousand judgments of the European Court of Human Rights…

R.  whereas Russia is implementing a hostile ‘Russian World’ concept to prepare the ground for its interference in foreign countries in defence of Russian compatriots; whereas the ‘Russian World’ is being promoted by state-owned media outlets such as Russia Today and Sputnik in the native languages of the EU Member States; whereas the COVID-19 pandemic is being used by the Kremlin’s propaganda machine to enhance division among EU Member States, portray the EU as unable to cope with the pandemic, spread doubts about the vaccines approved by the European Medicines Agency, discourage people in the EU from getting vaccinated, and rehabilitate Russia’s image in the eyes of the EU population, particularly via the promotion of the Sputnik V vaccine…

Y.  whereas the Russian Government imposed sanctions inter alia on Parliament President David Sassoli, Commission Vice-President Věra Jourová and six other Member State officials and whereas those sanctions are unacceptable and baseless because they lack any legal justification; whereas the Russian Government also approved a list of ‘unfriendly countries’, which includes Czechia and the United States;

Z.  whereas in 2019, more than 60 % of EU imports from Russia were energy products; whereas the EU should reduce the dependency of its economy, especially in the energy sector, on Russian gas supplies to EU markets, which now stands at 48 %, and is likely to increase; whereas the European Green Deal (EGD) is a major instrument for ensuring the EU’s geopolitical security and whereas according to the Commission’s forecasts, if the EGD is implemented, the EU’s oil and natural gas imports after 2030 are expected to shrink dramatically, with oil imports dropping by 78-79 % and natural gas imports by 58-67 % compared to 2015 figures…

Assessing the state of EU-Russia relations, the European Parliament distinguishes between the Russian people and President Vladimir Putin’s regime. The latter is, Parliament says, a “stagnating authoritarian kleptocracy led by a president-for-life surrounded by a circle of oligarchs”.

It is said that two major sorts of errors plague human decisions, which are Bias and Noise. In the political document, one could find all possible biases, mostly uncovered by the behavioral economists as Herbert Simon and his successors, Kahneman, and Tversky.

First, it is a human-bounded cognition heavily relying on heuristics (mental rules of thumb) to quickly make decisions without deep thinking and data analysis. Most political decisions are systematically biased, marked by confusing ease of imagining a scenario with the likelihood of its happening (the availability heuristic); cherry-picking evidence that comports with your prior beliefs (confirmation bias), emotional attachments (the affect heuristic); ascribing unrelated capabilities to people who possess specific traits we admire (the halo effect); making decisions based on stereotypes rather than careful assessments of evidence (the representativeness heuristic). And the bias of all biases—overconfidence bias—ironically blinds us to such shortcomings. [Superminds, not substitutes,

It is like machine learning models producing biased predictions and recommendations because the data going into the algorithms are biased, based on human norms and processes.

Let me just note that most of oligarch-creatures are enjoying their high-quality life in Europe, "with money stolen from the Russian people and augmenting corruption in the EU", holding double citizenships with castles, yachts, and multibillion offshore companies.

Besides, the economic engine of Europe, Germany, is blossoming on dirty cheap Russian gas supply by the Nord Stream 1–2. Russia already supplies about 40% of the EU's gas, which could exceed soon 50%. The new pipeline will increase the amount of gas going under the Baltic to 55 billion cubic metres per year.

At the same time, Europe is deeply stuck in stagnation, incompetent bureaucracy, injustice, inequality, pandemics and mass youth employment.

Youth unemployment in the EU from 18.3% in Cyprus to 37.1% in Spain; 16.8 % in 2020 compared with 15.1 % in 2019. Euro area unemployment at 7.6 % in July 2021. Counting the temporary gig workers, the figure easy exceeds 50%, what is just a social disaster.

Meantime, the MEPs get monthly wages of EUR 20,000, without counting any bonuses, and the whole expenses of our top political institutions might reach multi-billion figures annually.

I much advise the MEPs to follow the robustness principle in Internet communication protocols: "be conservative in what you do, be liberal in what you accept from others", "be conservative in what you send, be liberal in what you accept", or be contravariant in the input type and covariant in the output type.

In technical terms, “programs that send messages to other machines (or to other programs on the same machine) should conform completely to the specifications, but programs that receive messages should accept non-conformant input as long as the meaning is clear”.

The European Commission as the second European Supermind

In her State of the Union address on 15 September 2021, President of the European Commission Ursula von der Leyen outlined flagship initiatives to undertake in the coming year:

  • Continuing the vaccination efforts in Europe and speeding up vaccination globally, as well as strengthening the pandemic preparedness
  • Working on closing the climate finance gap, together with our global partners
  • Leading the digital transformation that will create jobs and drive competitiveness, while ensuring technical excellence and security of supply
  • Ensuring fairer working conditions and better healthcare, and creating more opportunities for Europe’s youth to benefit from the European social market economy
  • Stepping up our cooperation on security and defence, and deepening EU’s partnership with closest allies
  • Defending European values and freedoms, and protecting the rule of law

"We have made ambitious proposals in the last year. To contain the gatekeeper power of major platforms; To underpin the democratic responsibility of those platforms; To foster innovation; To channel the power of artificial intelligence.

We will present a new European Chips Act. We need to link together our world-class research, design and testing capacities. We need to coordinate EU and national investment along the value chain. The aim is to jointly create a state-of-the-art European chip ecosystem, including production. That ensures our security of supply and will develop new markets for ground-breaking European tech".

With all respect, it is all sounding as the old-granny fairy-tale, which I personally like. But if Russia is back in the ICT, it is forever. If Europe is back in the advanced ICT, it is also forever. The law of accelerated technological change is valid for all and everybody without any exclusion. 

It is plain that European institutions, to have less biased and bound political decisions, need to enhance its “superminds” political structures with the Real AI Technology, its true AI applications, causal machine learning solutions, as deep learning neural networks, intelligent algorithms and smart government platforms. 

This is all consolidated as the I-Europe platforms consistently and harmfully ignored by our transnational superminds for a decade or more. Europe is a not a hard superpower, as China or USA or Russia, but a soft superpower, Intelligent Superpower, as it is formulated in the I-Europe Project.

I-Europe: INTELLIGENT SUPERPOWER: Smart, Secure, Strong, Social, Sustainable EUROPE (5sEU)

Just for history, in 2009, the same idea was proposed by the I-Europe research consortium, which I managed, to the then “superminds”, led by H. Rompuy, the first president of the European Council, and Jose Barroso, the president of the European Commission, currently serving as non-executive chairman of Goldman Sachs International.

As a result, their appeared Europe 2020: A Strategy for Smart, Sustainable and Inclusive Growth

In 2010, the European Council approved the Europe 2020-strategy with the aim of reducing greenhouse gas emissions by 20% from the 1990 levels, having 20% of energy from renewables, and having 20% increase in energy efficiency by the year 2020. Europe 2020 was the EU's growth strategy for the whole decade, setting five ambitious objectives - on employment, innovation, education, social inclusion and climate/energy - to be reached by 2020.

Since its original author was illegally ignored, the great strategy in its goals and aims had just failed to be transformed into other big adventure dubbed as the European Green Deal.

Again, the European Green Deal is promised to transform the EU into a modern, resource-efficient and competitive economy, ensuring:

  • no net emissions of greenhouse gases by 2050
  • economic growth decoupled from resource use
  • no person and no place left behind

The EGD is also our lifeline out of the COVID-19 pandemic. One third of the 1.8 trillion euro investments from the NextGenerationEU Recovery Plan, and the EU’s seven-year budget will finance the European Green Deal.

The key point is “no net emissions of greenhouse gases by 2050”. We live in the COVID-created time machine times, when our social time condensed to different scale and proportions, one pre-COVID year is a month or week today. 30 years are today eternity, everything is to radically change for such a big time, economies, societies, institutions and humans themselves.

Most issues with the EGD are effectively decided by the environmental AI (EAI) applications: the planet monitoring, digital twin Earth, plant diagnostics, precision agriculture, other sustainability issues.

EAI is helping to protect the environment and conserve resources by detecting energy emission reductions, CO2 removal, develop greener transportation networks, monitoring deforestation, and predicting extreme weather conditions.

As an example, Microsoft AI for Earth technical resources develops open-source tools, models, infrastructure, data, and APIs to accelerate technology development for environmental sustainability.

Next, “we are working with Secretary-General Jens Stoltenberg on a new EU-NATO Joint Declaration to be presented before the end of the year”. How could we rely on the US/NATO as a military ally in the light of $90bn Aukus US-UK-Australia nuclear defence pact?

"Now “what we need is the European Defence Union”. First, we need to build the foundation for collective decision-making – this is what I call situational awareness. It is about bringing together the knowledge from all services and all sources. From space to police trainers, from open source to development agencies. Their work gives us a unique scope and depth of knowledge.

Secondly, we need to improve interoperability. This is why we are already investing in common European platforms, from fighter jets, to drones and cyber.

Third, we cannot talk about defence without talking about cyber. If everything is connected, everything can be hacked. Given that resources are scarce, we have to bundle our forces. And we should not just be satisfied to address the cyber threat, but also strive to become a leader in cyber security. It should be here in Europe where cyber defence tools are developed. This is why we need a European Cyber Defence Policy, including legislation on common standards under a new European Cyber Resilience Act".

The I-Europe Platform: What's badly Wrong with the European Union

It is all late, but not too late. Now a decade is passing as the I-Europe Platform for collective decision-making, interoperability and cyberintelligence has been waiting due reactions from our top supermind decision makers.

In the COVID-created time-machine times, the nature of the threats is changing rapidly: from hybrid or cyberattacks to the growing arms race in space to the global AI race. But Europe is far behind of other Narrow AI powers, as China, USA, and even Russia.

And till now, all our attempts to focus on it and start creating the I-Europe Project have been fruitless.

It is just shocking how our top public institutions could be so naïve and myopic and AI-incompetent in their strategic planning and thinking!

How to Fix It All

As a key member of EU AI Alliance, EIS Encyclopedic Intelligent Systems Ltd has pioneered a Global AI and Data Strategy, to be proposed to the EU Commission as well as International Institutions, National Governments and Global Corporations.

Our recent corporate disruptive achievement is Innovating the First Trans-AI Model for Narrow AI, ML, DL, and Human Intelligence, as a Human-Machine Real Superintelligence or Superminds as Real-World AI.

We have properly proposed our transdisciplinary solutions, as the I-Europe Platform, for the top European political institutions, as the EP, the EC, and the Council of Europe, with ZERO formal reactions.

Indeed, as to Jacques Delors noted it: How can we ever build Europe if young people do not see it as a collective project and a vision of their own future? The proposal to make 2022 the Year of European Youth must be validated by the advanced digital and fast emerging technologies, from ML and robotics to self-driving transportation and the Internet of Things, as converged by the mother of all disruptive technologies, the Real AI General-Purpose Technology.

The I-Europe Platform implementation could give new smart digital jobs to millions of young minds, since its deep human-centric conception is not in substituting humans, as the today’s AI is doing, but to enable human-machine superminds platforms accounting for the comparative strengths and limitations of human intelligence and machine intelligence.

We conclude as URSULA VON DER LEYEN concluded her State of Union address: Strengthening Schuman’s European ideal…we should not hide away from our inconsistencies and imperfections. But imperfect as it might be, our Union is both beautifully unique and uniquely beautiful.


Again, there are no such a thing as the European values, if only social constructs. What we have is ubiquitous government corruption, injustice, inequality, incompetency, bureaucracy, stagnation, and mass youth unemployment.

As such, the European Union is still incapable of undertaking the New Industrial Revolution, the Human-AI Revolution, and defining its leading place in the world. Public apathy and distrust towards the EU are increasing, as more young citizens feel isolated from the central superminds in Brussels and national supermind-governments seeing no way to influence both the local and European level decisions.

The only valuable solution is disruptive technological innovations, as building the whole new transnational man-machine collective intelligence platforms, as the I-Europe Platform, enabling principal decisions of all critical problems, social, economic, political, ecological, cultural, and technological.

Supplement. About European Values

The European Union's fundamental values are referred as respect for human dignity and human rights, freedom, democracy, equality and the rule of law. These values unite all the member states – no country that does not recognise these values can belong to the Union” The main goal of the European Union is to defend these values in Europe and promote peace and the wellbeing of the citizens”.

We need to stop this mantra about the European values, while about 50% of the European youth (15-24), including my 19-years-old son, who just serviced his citizen duty in the National Guard, suffer massive structural technological unemployment.

My personal rich experience of long-living in Europe says different truths about all it. Having both Russian and European citizenships, I could see European things a bit broader and more objective.

The first things first. There are no such things as the European values, an empty social construction, as many others. For all human values are basically invariant or universally constant, regardless of race, culture, origin, history, or religion. It is just a result of the special European propaganda and post-modern brainwashing.

Global brainwashing of “modern” minds by fake news when any empty political figures could be trans-national and national leaders is a key mark of modern postmodernism, which denies the existence of reality and its ultimate principles and that there is a scientific, philosophical, or religious truth which will explain everything for everybody.

Here is a personal history evidence.

I live in Europe 25+ years, investing in one European Member State an amount 1m+. Since then, whatever innovative smart projects I had originated, it met a bureaucratic incompetency or fraud or deception both on private or public levels:

In 2002, with my wife and 6-month-old child, we got in the car accident, surviving its capsizing from a heavy truck hit. The rental car was with no belts and any car insurance, as all the rental cars of the second-hand company. But the owner had just forged the car insurance, since no rental car had a proper insurance, to go to the local court judge, his old friend now removed, and “win” his fake case, bubbling the initial Euro 1000 “damages” to Euro 20+k. Now almost 20 years, the local law and police continually terrorizing me to press out the money, while the case was lodged in the local CID department as a fraud and forgery.   

“Smart Homes” start-up (2005-2021) story to launch smart and green home construction at the national scale. The land title deed happened to be false, missing 33% of land. The project flopped with Euro 2.5m losses, compromising my property. The court rejected to annul the false land deal or to seu the government agency for issuing false documents. The farther, the bigger.

Smart Green Europe (2009), the strategy of smart and sustainable Europe was proposed to the top superminds, the EC and the European Council, by my research consortium I-Europe. The result is IPRs violation by the then EC, which is known to the world as Europe 2020.

Neapolis-Smart Green City (2010-2020), the whole development concept was designed by my company, EIS Ltd. In 2012, it was recognized by the EC as the model city for all future European Cities and Communities. Again, the IPRs violation at a large commercial scale by the biggest local developing and construction company. It monopolized my IPRs, not allowing to roll out the smart/green city solutions to many other cities and large new land developments. I try to sue the imposter for the EUR 50m damages since 2015.

in 2011-2019, our urban development strategies have been proposed to the national government and all local municipalities, as Smart Green Cyprus, Smart Pafos or Smart Limassol. All our proposals were just adopted as their own ideas for empty political declarations.

Last, not least. I have never received a cent from any European programs or funds, regardless being instrumental in creating a number of critical concepts, ideas and strategies, guiding Europe for many years:

1. the Europe 2020: A Strategy for Smart, Sustainable and Inclusive Growth;

2. Smart Green City;

3. Smart Green Europe, extended as the EGD till 2050. Intelligent Governments and European Green Deal: Towards Smart Green Europe;… 

(EIB has just adopted our suggestion as their own, EIB Investment Report 2020/2021: Building a smart and green Europe in the COVID-19 era;}

The reason is all our projects are transdisciplinary techno-science research, which are typically discriminatively reviewed by special discipline-biased experts and specialists, as from the ERC. Besides, they all had been submitted just by an innovative SME, not some established universities or research centers, and from a small Member State, not from the UK, Germany, France, Italy, Spain or Israel. Most positive reviews and subsidies are given to the same institutions from the same big Europe countries, regardless of their law scientific quality and specialized mono-disciplinarity.

This is about the European values, or total ignorance, lack of ant laws and discrimination at every step and level.

To build a Trans-AI Platform Prototype, it has been submitted to the European Research Council for a EUR 2.5 million ERC-Ad-Grant, where 200+ awarded EUR 500m for 5 years long,

Again, I am fully aware that the transdisciplinary AI Platform project will be stopped by the standard European discriminative reviewing system, and the I-Russia Platform could be easier to build than the I-Europe.
