This policy brief was developed by the Thematic Working Group (TWG) on Transformational Adaptation. It presents a shared vision on Transformational Adaptation, developed by the Transformational Adaptation Thematic Working Group under the EU Mission on Adaptation to Climate Change's Implementation Platform (MIP4Adapt). It brings together insights from several EU Horizon projects—including TransformAr, Pathways2Resilience, IMPETUS, REGILIENCE, DesirMED, CARDIMED, TRANSCEND, and CLIMATEFIT—to explore the need for systemic, long-term approaches to climate adaptation. The brief defines transformational adaptation, outlines key barriers, and provides practical recommendations to guide decision-makers. The target audience includes EU, regional and local authorities, and practitioners involved in climate adaptation, particularly those working within the framework of the EU Adaptation Mission.
