Recognition of digital social transition

In the E-government action plan there should be a recognition that a digital transition is, besides an efficiency opportunity, a social transition. Some citizens have increasing difficulcy in going online, and it is a shared responsibility, public and private, to help these citizens participating digitally in a modern world.

Thank you for your questions! I have returned from holidays today and will get back to you ASAP with more info. One thing I can add already: A very crucial element is personal contact: People helping other people to understand new technologies. The very local level in neigboorhoods with social workers, neighbors, priests, imams and family interaction should be stimulated by the government. How can we give the people the right tools to learn new technologies? How can we as a government set the right conditions for learning and reward good initiatives?

And how can we make government-citizen interaction easier?
