as an expatriate, to get my passport renewed I need to go to consultat of my country of origins. Why can I not go to my local municipality and get it from there directly. This is closer to where I live, open at more convenient hours for me.

MS should delegate the administrative tasks from the Consultats to the local authorities. Trust should be created that local authorities would proceed the same check before delivering physically the passport to citizens.
