Public Consultation: Construction Services Act – A Key Initiative for Border Regions

The European Commission has launched a public consultation on the forthcoming Construction Services Act, an initiative aimed at strengthening the Single Market for construction and installation services. 

The construction ecosystem represents around 12% of the EU’s Gross Value Added, yet cross-border activity in construction services remains limited, estimated at only 1%. Divergent national rules limited mutual recognition of authorisations and certificates, and administrative barriers continue to hamper cross-border provision of services. 

These obstacles are particularly visible in border regions, where SMEs are often unable to fully exploit nearby markets across the border. Reducing regulatory fragmentation and administrative burdens could facilitate cross-border operations, enhance competition, and contribute to accelerating the supply of affordable and energy-efficient housing and infrastructure. 

The initiative will be supported by an impact assessment, with particular attention to the specific situation of border regions

Stakeholders in border regions including SMEs, regional and local authorities, cross-border structures, and citizens are invited to share their experience and contribute to shaping this initiative.
