Werkinzicht – Transparent and comprehensive information matching supply and demand on the labour market in Netherlands and Flanders

The project will provide detailed cross-border labour market information for the Dutch-Belgian border regions. This contributes to a  more effective labour market and economy of these regions on both sides of the border, because this allows a better match of supply and demand on the labour market and to identify mismatches and opportunities. In addition, the information will increase the mobility of workers because they get a comprehensive and transparent picture of job opportunities on the VL-NL labour market. The information is aimed at all possible stakeholders, target groups and actors on the Flemish and Dutch labour market. That includes local, regional and national authorities, public employment services and educational institutions both sides of the border. But also individual employers or job seekers can use the information to see where to find employees or suitable jobs.  

WHAT

The project will provide information on the Flemish-Dutch labour market. The information will become available as open data including a dash boarding tool. An important element of this system is an ontology that matches supply and demand on the labour market through competences. This ontology will become available as open standard.

WHERE

Netherlands- Flanders (Belgium)

HOW

Basic data on the labour market in both Flanders and the Netherlands will become available as open data at NUTS 2 and LAU2 level (if possible). In addition, data from the Public employment services of Flanders and the Netherlands (VDAB and UWV) and data on vacancies is collected, processed and made available. Furthermore a ontology is developed on competences that allows matching of supply and demand. This allows a more flexible matching process since this can be based on competences of workers and job seekers rather than their previous or current occupation. Moreover, this facilitates the labour market to adapt to new developments or requirements.

To assist job seekers and employers on the labour market using competences rather than the traditional systems of diploma’s, occupation of economic branches fits much better the demands of the current and future labour markets. For this reason, it is an important element in labour market policy in Flanders and the Netherlands. In particular, the Public Employment services increasingly implement this competence based approach in their daily work. The second reason that the project fits policy requirements is that is a concrete application of making policy data driven. The information enables stakeholders to see where which issues and to what extent is ad hand on the labour market. This makes it possible to better target and monitor policy measures.

RESULTS

The deliverables of the project are an open data portal with detailed labour market information with a dash boarding tool for analysis and visualisation. In addition, a ontology on competences will be provided as open standard.

Another result is that all those involved in employment issues can have a better knowledge of the job market to see where bottlenecks are and how address them.
