What?
Communities on both sides of the Dolj-Vratsa border face difficulties in accessing health care services due to financial pressure which negatively impacts on the performance of public facilities. There is no local capacity for treating certain specialised treatments and people are forced to travel for hours to other hospitals. The DOLJ-VRATSA HEALTH project was initiated in 2017 to give patients fast access to modern and high-quality heart surgery services. This was achieved by establishing good infrastructure and using high-performance equipment leading to more efficient examinations and treatments.

How?
The project is financed by the Interreg Romania-Bulgaria VA 2014-2021 (EUR 1.1 million of ERDF contribution) and led by the Territorial Administrative Unit Dolj County (Romania). The Romanian Clinical Emergency County Hospital in Craiova and two Bulgarian public bodies (the Municipality of Kozloduy and Vratsa District Administration) are also involved in the project.
Results
The project encourages cooperation among public hospitals and local authorities by installing cooperation mechanisms, such as tools for information and expertise exchange. Moreover, it increases the efficiency of public health service providers by modernizing the services offered within the context of facilitating cross-border harmonization.
The project also enabled the following elements:
- A joint working group composed of experts from the Clinical Emergency County Hospital in Craiova (RO) and the Multi-profile Hospital for Active Treatment in Kozloduy (BG) has been created.
- The Multi-profile Hospital for Active Medical Treatment in Kozloduy was provided with equipment and the rehabilitated works at the "St. Ivan Rilski", Kozloduy Multi-profile Hospital for Active Treatment were completed.
- The project provided one of the operating theatres of the Cardiology and Cardiovascular Surgery Clinic in the Clinical Emergency County Hospital in Craiova with medical equipment and new specialised staff.
- A professional network was created for five medical specialties (Cardiology, Obstetrics and gynaecology, Neurology, General surgery and Intensive care) and 5 study visits were set up at the Clinical Emergency County Hospital in Craiova.
