The Municipality of Kalvarija, located at the Lithuanian-Polish border, submitted the case “Development of a transborder water supply network” under the II call for proposals of the pilot initiative b-solutions to receive the advice of a legal expert on how to build a joint cross-border network for water.

After having analyzed the current legal frameworks of both countries, Gintaras Skamarocius, the expert contracted by the Association of the European Border Regions and assigned to case, identified the main obstacle to the setting up of such network in a lack of coordination between the two countries.

In particular, in his final report, he points out that current rules don’t envisage specific indications on how to proceed but don’t even forbid to connect the already existing national structures across the border.

The consequent solution proposed is to sign bilateral agreements directly involving the border municipalities as subjects competent for the development and management of water infrastructures in both countries.
