Since wars are started without of the explicit permission from the population of the countries, I think that mobilization should be claimed illegal. It fuels the war and make it last longer with more victims. Army size should be kept under international community control and no country should be allowed to have huge army. Since mobilization happens without the consent of the citizen and results in losing all human rights at once (what happens only to murderers in peaceful times) any country that performs it should be excluded for the international community and trade and sanctioned.
