The clean energy transition of European business parks requires more than technology. It requires cooperation, structured guidance and practical tools that help companies move from intention to implementation.
Within the LIFE23-CET-WESHARE project, we are pleased to publish Deliverable 4.2 – the Learning Toolkit for the Peer-Learning Programme.
Supporting collaboration in business parks
Business parks represent a significant opportunity for accelerating renewable energy uptake and improving energy efficiency. However, companies often face barriers such as regulatory complexity, limited experience with collective investment models, and uncertainty around governance structures.
The WESHARE Learning Toolkit has been designed to address these challenges. It provides structured, practical guidance to support companies, park managers, public authorities and energy agencies in developing and implementing industrial energy
What the Toolkit provides
The Learning Toolkit:
- Explains the foundations of business energy communities
- Guides stakeholders through governance and organisational models
- Introduces business and financing approaches
- Supports capacity building through peer-learning methodologies
- Translates pilot experiences into replicable knowledge
The toolkit builds on WESHARE’s work in Belgium, Spain and Portugal, where pilot actions are testing collaborative approaches to energy production, collective self-consumption and flexibility.
From pilots to replication across Europe
WESHARE supports the clean energy transition of European business parks by fostering energy collaboration among companies. According to the project framework, expected impacts include:
- Approximately 11 GWh/year of renewable energy production
- 2.3 GWh/year of energy savings
- Around 2,000 tonnes of CO₂ emissions reduced annually
The Learning Toolkit plays a central role in ensuring that these results are scalable and transferable to other regions.
By empowering businesses to cooperate, WESHARE contributes to the broader EU objective of climate neutrality by 2050 and strengthens the role of business areas as active players in Europe’s energy transition.

We invite companies, business park managers, ESCOs and public authorities to explore the toolkit and engage with the WESHARE community.
Together, we can accelerate the clean energy transition of European business parks.
