Case study report: ferry Zimnicea (Romania) – Svishtov (Bulgaria)

This case study presents the cross-border public service of Svishtov-Zimnicea Ro-Ro ferry. 

It explores the business model of this service, including its governance arrangements, operational provisions to develop the service and address demand, and its territorial scope. The ferry directly tackles the scarcity of river-crossing points in the cross-border region and offers an alternative path to international transport corridors contributing to socio-economic development in a rural area. This case study describes obstacles encountered in provisioning this roll-on roll-off ferry service as well as discussing solutions to these problems. Considering the relatively recent cooperation between the two EU Member States, particular attention is given to cross-border cooperation. The concluding section reflects upon the lessons learnt from the case study.
