Small states do not need to copy the AI governance models of the United States, China, or the European Union. They need lighter, realistic, and enforceable systems that help them use AI safely and productively.
In this article, I discuss how countries such as Armenia can approach AI governance in a practical way: by focusing on institutional capacity, sector-specific experimentation, public-sector readiness, and regulatory sandboxes rather than oversized legal frameworks.
The article argues that small states can become agile AI governance laboratories if they design rules that are proportionate to their resources and priorities. For Armenia, this means concentrating on sectors where AI can create direct public value, including agriculture, healthcare, environment, and public administration.
